- The National Capital Territory of Delhi has emerged as one of the biggest centres of small scale industries in the country. The statistics in the table given below indicate the industrial progress in Delhi over the years 1951-96. (These estimates are approximation based on surveys conducted by Industries Deptt. & DPCC. An exercise is under way to work out firm & reliable data.)

It can be seen that fabrication of garments, electrical appliances, consumer electronics, printing and publishing units, plastic goods, metal & machinery parts food processing units are major end products of industrial units in Delhi.
- The Govt. of Delhi had issued an Industrial Policy Statement in 1982. The Policy Statement gave special emphasis on promoting sophisticated industries which could achieve optimum levels of production with less space, power and generate employment avenues for skilled persons. In order to keep the environment clean, emphasis was placed on encouraging non-polluting and non- hazardous units in Delhi. The Statement also postulated that industrial growth in Delhi should be in the Small Scale Sector. Keeping in view the strain on infrastructure, the Govt. of Delhi has allowed setting-up industries in the House-hold Sector. Sixty Seven Industries have been identified which can run in residential houses with upto 1 KW Load, provided that the industry does not cause any pollution or congestion and can be operated with-in a space of 30 square meters.

- Three passport size photographs of proprietors/partners/directors, as the case may be.
- Photocopy of the partnership deed in case of a partnership unit. It is not necessary that the partnership should be registered under the Partnership Act.
- Copy of the Memorandum and Articles of Association in case of Private Limited Company alongwith certificate of incorpora tion. Copy of the resolution of the company authorising one of the Directors of the company to sign the application form and also appear for the interview.
- Proof of legal possession i.e. rent receipt, NOC from the landlord with proof of ownership, the power load authorised by the connection holder to the applicant.
- Provisional Regn. would be allowed in approved industrial areas with the specific condition that the unit would obtain consent from DPCC before starting commercial production.
- Material for construction of factory building.
- Apply to the Corporation/local bodies for permission to construct sheds for establishing the unit.
- Apply for Municipal Corporation Licence & power connection.
- Apply for financial assistance to Delhi Financial Corporation/Nationalised Banks etc.
- Apply for procurement of machinery on hire purchase basis to National Small Industries Corporation/Delhi State Industries Development Corporation/other institutions.
- Apply for import of raw materials/components and capital goods.
- Proof of ownership of premises i.e. allotment letter/possession letter/lease deed/property tax receipt/MCL. If the unit has a municipal corporation licence in its own name or in the name of its proprietor or one of the Partners/Directors as the case may be, then no other proof of legal possession is required.In case premises are arranged on rental basis, unit should submit proof of legal possession i.e. rent receipt and/or NOC from the landlord supported by the proof of land lord's ownership. For this purpose rent receipt/rent agreement with G.P.A. is also accepted provided the GPA is appointed by the owner/Lessee through a Regd. deed. In respect of the premises belonging to deptt. of Industries/DSIDC, the applicant shall submit NOC from Industries Deptt./DSIDC.
- One photo copy of sale bill of each end product applied for.
- One photo copy of purchase bill of each raw material.
- Purchase bill of machinery installed.
- Copy of partnership deed in case of partnership unit (this need not be registered)
- Copy of Memorandum of Article of Association with certificate of incorporation in case of private limited company (in case of any change of Directors subsequently, copy of resolution and intimation in form No. 32) along with copy of resolution authorising one of the directors to sign the application for grant of permanent SSI Regn.
- Photocopy of valid consent letter from Delhi Pollution Control Committee in case of polluting unit.
- Copy of the industrial licence from Govt. of India in case the end product requires such licence under Industrial Development and Regulation Act, 1951.
- BIS/Q.C. Certificate in respect of household electrical appliances which are covered under HEA (QC) Order, 1981 and Q.C. order 1993.
- An affidavit on Rs. 2/- Non-judicial Stamp Paper duly attested by Notary Public affixed with Rs. 3/- notarial Stamp giving the status of the unit, machinery in stalled, power requirement etc. as per the prescribed format.All the document mentioned above have to be self attested by the applicant.In pursuance to interim instruction of the Supreme Court of India in Civil Writ Petition No. 4677/85, M.C. Mehta Vs Union of India & others in I.A. No. 22/95 the following instructions are issued for compliance by the concerned authorities:-
- No new S.S.I. registration shall be given to any unit in non- conforming areas irrespective of the fact whether the unit has MCL/Adhoc MCL/Adhoc MCR.
- No unit engaged in polluting activities shall be given S.S.I. Registration irrespective of the fact whether it is located in conforming area unless it is able to furnish a clearance certificate/consent from Delhi Pollution Control Committee.
- MSME REGISTRATIOM
2.1 Definition
An Industrial undertaking with investment upto 60 lakhs in Plant and machinery is defined as a small scale industry (SSI). However, for ancillary industries this limit is Rs. 75 lakhs. In case of exporting units the limit is Rs. 75/- lakhs provided at least 30% of production is exported by third year. These ceilings in respect of investment apply even if the plant & machinery is on hire purchase basis.
2.2 Provisional Registration (In Conforming Area only)
The Provisional Registration Certificate is valid for a period of 5 years from the date of issue. As soon as the unit commences commercial production, the provisional certificate loses its validity.

2.5 Permanent Registration (In Conforming Area only
Permanent registration is granted to the units which have come into existence in conforming areas as per the Master Plan. There is an industrial Power ceiling of 30 KW (or 40 HP). In some of the industries all machines are not operated simultaneously. In such cases if the industry gives justification staggering of Power Load upto three times the ceiling limit is allowed.
